In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. How does the people of Totonacapan live and live in the face of the maelstrom of actions that, from public policy, that seek human development? How do you adjust, your way of life and how do you adapt to the requirements, which from the perspective of justice, are required to contribute to the objectives of the 2030 development agenda? This document is an effort to learn and recognize one of the most important millenary cultures in Mexico, in the construction of a more inclusive vision of the social development of the Totonacapan people, which invites us to reflect on the direction and scope of this response. Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority Areas (...) Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary. In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. (...) Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive? This document describes the implementation of a conical tank control system using an adaptive neurofuzzy system. For implementation, an indirect approach is used where the controller is optimized using the model obtained during the plant identification carried out using data obtained during the system operation. Furthermore, implementation includes training of neuro fuzzy-systems and application to control a conical tank. Regarding plant identification, preliminary training takes place using data obtained for different input values. The controller configuration is established considering the analogy (...) with a discrete-time linear system. The simulation shows that the control system manages to approach the desired response given by the considered reference model. (shrink)

L’influence du corpus paulinien sur l’œuvre et la pensée d’Hilaire de Poitiers est évidente autant dans l’approche exégétique de l’évêque vis-à-vis des textes bibliques que dans les sujets qu’il traite. Parmi ceux-ci, la justification par la foi fait l’objet d’un développement remarquable dans ses œuvres principales, en particulier dans le Commentarium in Matthaeum, dans laquelle l’évêque de Poitiers souligne la capacité exclusive de la foi pour justifier l’être humain et l’impuissance des œuvres pour l’atteindre. Cette radicalité apparente de son approche (...) dans sa première œuvre connue a donné lieu à une compréhension partiale du traitement que fait Hilaire de la justification par la foi. Dans cet article nous analyserons la véritable nature du rôle que jouent la foi et le mérite pour le salut dans l’ensemble des écrits de l’évêque de Poitiers tout en mettant sa doctrine en contexte avec celle de l’Apôtre. Health has an important role in the achievement of a good quality of life. Many public policies intended to enhance individual and population health. Amartya Sen’s Capability Approach (CA) offers a framework to assess well-being, as well as interventions seeking to increase it. There are, however, important practical challenges that must be faced before applying CA to concrete situations, such as health. One of these challenges is defining whether it is functioning or a capability that is the feature to be (...) assessed. Moreover, some aspects of freedom that are relevant for CA are frequently neglected, such as agency. These aspects must be considered when performing a health assessment using the CA as a framework. A health assessment using the CA as a framework should include indicators based on the achieved dimension (health functioning), resources and conversion factors (health capability), and freedom to achieve (agency). Se realizó un estudio descriptivo para evaluar la influencia de la rehabilitación protésica en la calidad de vida de los pacientes desdentados totales tratados en las clínicas estomatológicas docentes "Ismael Clark Mascaró" y "La Vigía" en Camagüey, desde septiembre del 2009 a septiembre del 2013. El universo estuvo comprendido por 254 pacientes desdentados totales rehabilitados y una muestra de 43, a través de un muestreo probabilístico aleatorio. Se obtuvo un predominio del grupo de 50-69 años y el sexo femenino. Al (...) determinar los problemas mecánicos se apreció que los flancos sobreextendidos, seguido de las inserciones frénicas sin liberar y la presencia de puntos prematuros de contacto, fueron las principales dificultades encontradas en los pacientes portadores de prótesis totales. La rehabilitación influyó en la calidad de vida de estos pacientes. It was carried out a descriptive study with the objective to evaluate the influence of prosthetic rehabilitation in total toothless patients life quality treated in the teaching stomatological clinics ¨Ismael Clark Mascaró" and "La Vigía" in Camagüey, from September 2009 to September 2013, with a universe of study composed by 254 total toothless patients who were rehabilitated. The sample was of 43, through a random probabilistic sampling. There was a predominance of the female group aged from 50-69 years old, followed by the female group aged 70. While determining the mechanical problems it was appreciated that the flanks overextended, followed of phrenic insertions without being sustained and the presence of premature points of contact, and were the main difficulties found in the patient's carrier of total prostheses. Prosthetic rehabilitation influenced in the patients´ quality life. (shrink)

Attention makes things look brighter and more colorful. In light of these effects, representationalist philosophers propose that attentive experiences represent more determinate color properties than inattentive experiences. Although this claim is appealing, we argue that it does not hold for one of our best conceptualizations of content determinacy, according to which an experience has more determinate contents if it represents a narrower range of values within the relevant dimension. We argue that our current empirical evidence fails to show that attention (...) has this kind of effect on color perception. We then offer an alternative, representationalist-friendly account of the attentional effects, as changes in vividness. (shrink)

Este artículo analiza la función de la imaginación moral en la enunciación de problemas morales que permitan el reconocimiento de la alteridad. El elemento transversal es la necesidad de promover la actitud fenomenológica de examinar las verdades sobre las que se erige la vida cotidiana para evitar la repetición de las violencias implícitas de lo aparentemente sobreentendido. La tesis central sostiene que la educación de la sensibilidad imaginativa establece las condiciones necesarias para permitir el florecimiento [eudaimonía] de la vida del (...) otro y en ello hay una apuesta por una ética de la otredad. El texto se estructura en tres apartados: I. La violencia subyacente en la normalidad, II. La actitud fenomenológica como acontecimiento de alteridad y III. For several decades, tourism has mainly been identified as an activity that helps people escape their everyday routines, contributes to understanding between cultures, and promotes economic wellbeing. These assumptions have been questioned in both the public sphere and academic research, however. In this context, tourism research is increasingly drawing on ethical frameworks to support its criticism of tourism. Some of the most outstanding research on this issue is by Dean MacCannell, Emeritus Professor at the University of California at Davis and (...) author of one of the seminal works of the social theory of tourism: The Tourist: A New Theory of the Leisure Class (1976). MacCannell examines the moral and ethical aspects of tourism in all his writing, but they are the focal point of his book The Ethics of Sightseeing (2011), in which he identifies the tourists’ responsibility to mediate between their understanding of their own pleasure and the ethical repercussions of the late modern imperative, “Enjoy!”. During the Touriscape congress in Malaga, Spain, in February 2018, MacCannell talked about ethics and tourism with José Luis López, who prepared this interview for Recerca. (shrink)

The moral value of Religion could be doubtful from an utilitarian evaluative standpoint. J. S. Mill analysis about that question in Utility of Religion is well-known.However Hume's similar study in his Enquiry Concerning the Principies of Morals is not known in the same degree. There Hume writes that we consider something a virtue when (1) it is useful to others; (2) it is useful to the subject himself; (3) it is immediately agreeable to others; or ( 4) it is immediately (...) agreeable to the person himself. But, if everything which is useful or agreeable must be considered a virtue, onthe contrary everything useless or disagreeable must be a vice. That is the case with Cristian, monkish, or religious virtues, or «vices»?, in general terms. (shrink)

El objetivo del trabajo es mostrar el papel esencial que juegan actualmente las matemáticas en la teoría de la información. El trabajo está pensado para no especialistas y pretende dibujar en unas breves pinceladas como es la situación actual.

Este artículo analiza lo que nos cuentan las imágenes fotográficas en su reverso y en las huellas del verso, a través de las anotaciones, marcas o descripciones que contienen, que entregan información importante de su contexto de producción, de los sujetos u objetos fotografiados y de su trayectoria. Así, se configura un sentido apropiado de la imagen. Este artículo, pone el foco en imágenes fotográficas escolares porque representan un espacio de convivencia particular y de intercambio de experiencias que, en alguna (...) medida, se captura y resguarda en ellas. En los pliegues, en los bordes oscurecidos o desgastados, en los márgenes marchitos y en las marcas de óxido o de otros materiales, es posible también encontrar historias, restos de memorias, afectos y rostros en un contrapunto que va más allá de la motivación del fotógrafo para captar el instante en un encuadre específico. Para el análisis, se presentan algunas imágenes fotográficas pertenecientes al archivo escolar de un centro educativo de la ciudad de Talca en la región del Maule (Chile), pues permiten develar el significado familiar, mnemónico y comunitario que estas adquieren al reunirse en ese repertorio. Este valor igualmente se desprende de la observación del material oculto en el reverso y de las marcas del verso de las imágenes fotográficas. (shrink)
